New OSHA Field Operations Manual (FOM)

The Occupational Safety and Health Administration (OSHA) has published a new Field Operations Manual (FOM) (Directive Number: CPL 02-00-148). The FOM was originally scheduled to be released in January 2009, but was held for review by the incoming Obama Administration until March 26, 2009.

The FOM replaces the Field Inspection Reference Manual (FIRM) (CPL 02-00-103), issued September 26, 1994, as well as two of the three remaining parts of the prior Field Operations Manual (CPL 02-00-045) that are still in effect. The one remaining part, the chapter on Disclosure, will be added at a later date. This FOM is a revision of OSHA's enforcement policies and procedures as stated in the FIRM, which provides the field offices a reference document for identifying the responsibilities associated with the majority of their inspection duties.

Although OSHA's enforcement policies and procedures are for OSHA compliance officers, risk consultants, risk managers, and loss control consultants may want to download this document to become familiar with OSHA operations.
